Recent versions of Chrome have been phasing in a new requirement for certificates - KeyUsage=DigitalSignature - and will *completely* block access without even offering the "no really, I want to visit this unsafe site" option. If IIS won't generate a cert with this property, you can do it with PowerShell: `New-SelfSignedCertificate -FriendlyName ANY_CERT_NAME -DnsName YOUR_SERVER_PC_NAME -KeyUsage DigitalSignature`
