Apparently it doesn't check the system's eligibility every time you launch Windows Update, or even every time you boot.
I also found that it checks *per-user*, and it was cheerfully offering the teenager a chance to enroll the box in it even though his account wasn't eligible, but *not* offering it to me on the same box, even though I'd already enrolled the other two Windows systems in the house using the account. I had to use this command under my login to tell it to check again: `cmd /c ClipESUConsumer.exe -evaluateEligibility` I didn't have to do the registry or service changes listed at this link. YMMV.
